Job Description

  POSITION: DEPUTY DIRECTOR, FINANCE AND ACCOUNTS

POST: ONE (1)

GRADE: NCCS 3

VACANCY NO: NCCS/1/2026

TERMS OF SERVICE: PERMANENT AND PENSIONABLE

a.    Duties and responsibilities

 

Duties and responsibilities entail;

       i.          Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;

      ii.          Develop the Council’s budget and continuously monitor and evaluate its implementation;

    iii.          Giving oversight to the Council’s financial affairs and advise the Council on financial planning strategies and policies;

   iv.          Ensuring effective and efficient management of the Council’s resources including finances and other assets and liabilities;

     v.          Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council;

   vi.          Negotiating with banks, donors and development partners for appropriate support;

  vii.          Participating in the development and review of the Council strategic plan;

b.    Requirements for appointment

 

For appointment to this grade, an officer must have: -

       i.          At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position;

  1. Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution;
  2. Master’s Degree in any of the following disciplines: - Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution;
  3. Must have Certified Public Accountants (CPA-K)/ Association of Chartered Certified Accountants (ACCA) or their equivalent;
  4. Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK);
  5. Leadership course lasting not less four (4) weeks;
  6. Practicing license with institute of Public Accountants of Kenya (ICPAK); and
  7. Proficiency in computer applications.

  • Ethics and Anti – Corruption Commission - (Self-Declaration form)
  • Credit Reference Bureau - (Certificate of clearance or credit report)
