Job Description

    POSITION: PRINCIPAL HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT OFFICER

POST: ONE (1)

GRADE: NCCS 5

VACANCY NO: NCCS/5/2026 

TERMS OF SERVICE: PERMANENT AND PENSIONABLE

a.           Duties and responsibilities

i.   Interpreting and implementing Human Resource management policies, strategies, regulations and guidelines;

ii.  Coordinating payroll administration, processing and Human Resource database management;

iii.                Implementing staff training and development programs;

iv.                Ensuring compliance with Human Resource management practices, policies, regulations and relevant government policies and guidelines on employee management and administration; 

v.  Undertaking annual surveys on employee satisfaction (ESS), Work Environment Satisfaction (WES) and Training Needs Assessment (TNA); and

vi.                Undertake any other functions as may be lawfully assigned.

Job Specification

b.           Requirements for appointment

For appointment to this Grade, an officer must have: -

       i.          At least nine (9) years’ relevant work experience and at least three (3) years as Senior Human Resource officer;

      ii.          Bachelor’s degree in Human Resource Management or equivalent       qualifications from a recognized institution;

  1. Member of the Institute of Human Resource Management or any other relevant professional body;
  2. Management Course lasting not less than four (4) weeks from a recognized institution; and
  3. computer Proficiency skills.

Successful candidates will be required to submit clearance certificates from the following bodies:
  • Kenya Revenue Authority - (Valid Tax compliance certificate).
  • Directorate of Criminal Investigations - (Certificate of good conduct)
  • Higher Education Loans Board - (Compliance certificate, where applicable)
  • Ethics and Anti – Corruption Commission - (Self-Declaration form)
  • Credit Reference Bureau - (Certificate of clearance or credit report)
